Health Care Authority (SEBB)

ESD 123 participates in the School Employee Benefits Board (SEBB) through Washington’s Health Care Authority (HCA). Employees pay a portion of their medical care cost through monthly payroll deduction. All employee health insurance plans and premiums include dental and vision benefits.

Our insurance package includes:

  • Medical care
  • Vision care
  • Dental care
  • Basic Life Insurance and Accidental Death and Dismemberment (AD&D) Insurance
  • Long-Term Disability (LTD) plan

Special Enrollment Events

You have 60 days from the date of your event to make changes to your benefits if you have one of the following events occur:

VEBA

1% of your monthly paycheck (pre-tax) goes into a health reimbursement arrangement (HRA) account for your use. The Voluntary Employees Beneficiary Association (VEBA) is a type of group health plan you can use to reimburse out-of-pocket medical expenses.

Eligible employees participate in a retirement plan through the State of Washington's Department of Retirement Systems (DRS). Both the ESD and the employee contribute monthly to the retirement plan. The percentage of contribution depends upon the plan selected.


Voluntary Benefits

Supplemental Retirement Savings Options

Employees have two options for supplemental retirement savings accounts: a 403(b) account, which is a private account opened through an approved vendor, or the Deferred Compensation Program (DCP) offered through DRS. You can contribute to one or both accounts at the same time. 

Contributions into either account can be pre-tax (traditional) or after-tax (Roth) and are made through salary reduction. You can change contribution amounts or start and stop contributions at any time.

There are pros and cons to either option - we encourage you to speak with a financial advisor about your specific situation. ESD 123 partners with the advisors at Financial Alternatives to offer no cost financial education for ESD and school district employees. Our local advisor is Lisa McCullough. Balance Program 

ESD 123 recognizes employees are critical to the quality and efficiency of our services, and that your health has a direct effect on your ability to perform their job duties and provide services. The ESD 123 Balance Team provides employees with information and activities that encourage and support health and wellness at work and beyond.

Employee Assistance Program (EAP)

All benefit-eligible ESD 123 employees and their family members have access to the Employee Assistance Program (EAP) through ESI. The program includes counseling (including up to three face-to-face sessions and unlimited tele-counseling), legal and financial assistance, and personal and professional online trainings. Services are free of cost, convenient, and confidential. More information is available at the EAP website or by calling 800-252-4555. 


Sunshine Fund

ESD 123 employees have established a Sunshine Fund to which employees make contributions voluntarily. We have dedicated this fund to be available to support the ESD 123 staff in times of illness, bereavement, and special occasions (birth/adoption, wedding, and retirement).
