Regional Boundary Committee

The Regional Committee on School District Organization for ESD 123 is responsible for reviewing and deciding proposals related to changes in school district boundaries, such as territory transfers, consolidations, or dissolutions. The Committee operates under the authority of RCW 28A.315 and ensures decisions are made in the best educational and community interest.

Legal Authority & Role

Established under Washington State law, Regional Committees are hosted by each Educational Service District (ESD). They operate independently to evaluate proposals involving school district organization and ensure compliance with state standards, fairness, and proper public process.

Boundary Change & Petition Process

Requests to change district boundaries generally begin with a petition submitted by a school district or qualified voters. If the affected districts cannot reach an agreement, the Regional Committee will schedule a public hearing to review the petition. The Committee considers factors such as educational impact, fiscal responsibility, equity of assets and liabilities, transportation, and community identity before issuing a written decision.

Public Meetings & Participation

Regional Committee meetings and hearings are open to the public. Community members are welcome to observe or provide public comment. Hearing notices will be posted on the ESD 123 website and include the date, time, location, and procedures for public participation.

Committee Membership

The Regional Committee consists of members appointed by the ESD 123 Board of Directors from each ESD director district. Members serve four-year terms.

ESD 123 is currently seeking to fill vacant positions in Director Districts 1, 4, 5, 6, 7, 8, and 9.

  • Sheryl Byerley, representing Franklin and Walla Walla counties (Director District No. 2), term beginning July 1, 2025, and ending June 30, 2029
  • Bruce Wildfang, representing Walla Walla County (Director District No. 3), term beginning July 1, 2025, and ending June 30, 2029

Decisions & Appeals

Following a hearing, the Regional Committee issues a written decision. Decisions may be appealed to Superior Court within the timeline established in RCW 28A.315. Decisions and findings will be posted publicly on the ESD 123 website.
