2020-2021 ECEAP Applications

ECEAP Applications are now available on our website! Due to COVID-19 restrictions, we won’t be accepting applications until June, but both the application and a list of supporting documents are available.  If you are unable to print an application, please call the listed ECEAP phone number. Please check regularly for updates to this process as restrictions begin to be lifted in Washington state.

Early Childhood Education and Assistance Program (ECEAP) Preschool Update

IMPORTANT NOTICE: Due to the closure of schools and the direction to limit the possible exposure to COVID-19, all ESD 123 ECEAP Preschool sites are providing modified services until schools resume (currently scheduled for April 27). Alternative programming is being provided to families we serve through their home settings. If you have questions or concerns, please contact your designated Family Support Specialist below:

ESD 123's Early Childhood Education and Assistance Program (ECEAP) is a "whole child," comprehensive, family-focused preschool program that provides FREE services and support to eligible children and their families. The goal of ECEAP is to help ensure all Washington children enter kindergarten ready to succeed.

Eligibility Requirements: Children must meet certain eligibility requirements. Children are eligible for ECEAP if they are:

  • At least three years old, but not yet five years old, by 8/31/2019;
  • Not simultaneously enrolled in Head Start;
  • Meet one of the following criteria:
    • Qualified by their school district for special education services under RCW 28A.155.020. All children with a school district Individualized Education Program (IEP) meet this requirement.
    • Students with a school district IEP are given higher priority points, however, priority is based on a point system that identifies multiple risk factors for each child. For more information on this point system, see the Department of Children, Youth and Families (DCYF) website.
    • From a family with income at or below 110% of the federal poverty guidelines established by the U. S. Department of Health and Human Services.

Children who are eligible for ECEAP are not automatically enrolled.

ECEAP applications can be picked up or dropped off at the sites listed above. The Finley location for application drop off or pick up is at the Finley School District Office. Completed applications can also be faxed to (509) 544-5784 attn: ECEAP.
