CDL Bus Driver Testing

Like other employers, school districts who have commercial drivers are required to regularly test a random selection of these drivers to help make our highways safer. Positions in school districts that require Commercial Drivers Licenses (CDL) are primarily bus drivers. The ESD facilitates this process for participating school districts.

Minert & Associates, Inc.

We contract with Minert & Associates, Inc. for the drug and alcohol testing process. Random selection is done quarterly in January, April, July, and October. Districts must submit any changes to their driver list by the 20th of the month before selection. You should receive an email reminder around the 15th of the month. See the resources section below for the required driver list template needed for submission.

Federal Motor Carrier Safety Administration (FMCSA) Clearinghouse

The FMSCA Clearinghouse web page is clearinghouse.fmcsa.dot.gov. You will need to have an Employer account for your district and be designated as Admin or Assistant. If your district already has an account, you will need to have your name added. The FMCSA Clearinghouse Learning Center has how-to sheets and brochures to understand your responsibilities to the clearinghouse such as:
  • Pre-employment queries
  • Annual queries
  • Reporting violations (positive test results)
    • Please designate Minert as your Consortia/Third-Party Administrator (C/TPA) to report violations.
    • You may designate Educational Service District 123 as your C/TPA for queries if you would like help with queries.
