ESD 123's Special Education Consortium is comprised of 21 school districts, organized into 4 regional hubs, working together with ESD 123 to reduce costs to districts, to promote consistency in services and to increase collaboration between districts through improved communication.
Phase I of the Consortium works to recruit and retain hard-to-find special education personnel, including speech and language pathologists, occupational therapists, teachers of the visually impaired, and physical therapists. Services are provided on a case-by-case basis, with teachers going where the students need them. The cost for services is $460 per seven-hour day, and includes travel expenses.
Phase 2 of the Consortium will develop Instructional Centers where districts can send students to receive specialized learning services. A workgroup has created Instructional Center Guiding Principles and Assumptions to emphasize the goals of Phase 2.
