School Finance

ESD staff advises and assist local districts in all areas of financial management and optimizing resource decisions. Areas include budgeting and year end reporting; provides legislative and general fiscal information; audit needs; internal control systems; salary lid compliance; disseminates and consults in all matters having to do with reports from the state to school districts regarding property tax levies and state funding calculations; cash flow analyses; investments planning and other financial matters; provide assistance on completion of state required reports; and provide technical assistance to school districts on laws and regulations. Acts as a liaison for school districts between state superintendents and county offices.


Apportionment

Within a fiscal year the Office of Superintendent of Public Instruction (OSPI) prepares this report that calculates state funding for each district in Washington State. The report is prepared every month and can be found on the OSPI website at http://www.k12.wa.us/safs/reports.asp.

During the first four months of the fiscal year budget estimates are used for the calculations, and than from January to August actual district information is used. A final funding calculation is performed in January of the following year using district year-end information.


Treasurer’s Reports (F-197)

County Treasurer’s are ex officio treasurer for school districts in the State of Washington. Monthly the treasurer provides a report of the activity in the funds held by the county. These reports are due to school districts by the 7th business day following month end per RCW 28A.510.270(2). District should reconcile district records to this report each month.

This information is entered into the Education Data System (EDS) that is used to edit district budgets and annual reports.


Certify Tax Levies

Voter approved tax levies are certified to county commissioners officies in accordance with RCW 84.52.020. Maintenance and Operation levies are certified to the county to make certain they do not exceed the maximum levy authority for the general fund.

Salary Compliance Information

District certificated instructional staff funded by the State of Washington cannot be compensated in excess of their placement on the state wide salary schedule.

Compliance is determined by comparing the districts average to the base salary on the statewide schedule.


District Business Manager Services

Services range from providing on-site, full services business management to training local district staff in financial operations and management. We also prepare reports to superintendent, board and the state reports.

Contracts are tailored to meet the needs of individual districts.

Regular Business Manager meetings are held during the school year to disseminate current information and share district practices.
