About Early Intervention

Early intervention services are designed to enable children ages birth to 3 with developmental delays or disabilities to be active and successful during the early childhood years and in the future in a variety of settings—in their homes, in child care, in preschool or school programs, and in their communities.

ESD 123 provides Early Intervention services to approximately 200 infants and toddlers with developmental delays in the following areas: social-emotional, communication, motor, cognitive and self-help. We provide early intervention services to the following districts:

  • College Place
  • Columbia-Burbank
  • Dayton
  • Dixie
  • Kiona-Benton City
  • Prescott
  • Prosser
  • Richland
  • Starbuck
  • Touchet
  • Waitsburg
  • Walla Walla

The Referral Process

Parents, families, child care providers, and medical providers can all make a referral to the Birth-to-3 Program when there is a concern about a child’s development. (Read this handout for developmental milestones to look for in children by age.)

Those interested in making a developmental referral may complete the form below. Providers can email a referral form to Sharon Schultz at sschultz@esd123.org or fax it to 509-544-5798.

What Does the Referral Process Look Like?

Learn more about Washington State's Referral process here.

Once a referral is received by our Early Intervention team, a Family Resource Coordinator (FRC) will contact the family within 3 days of receiving the referral in order to gather more information and to assist the family with completing a developmental screening. The screening is used to determine and discuss further evaluation and whether the child could benefit from early intervention services.

Parental concerns and ideas are primary to the program development and implementation. Our team will work in partnership with parents to design and implement a program that is individual to each child and family needs.
